Aperture
The aperture adjusts the size of the opening through which light passes to the image sensor, for each increase in f stop value, the amount of light entering the camera is reduced by a half.
Shutter speed
Shutter speed or exposure time is the length of time when the film or digital sensor inside the camera is exposed to light, also when a camera's shutter is open when taking a photograph. The amount of light that reaches the film or image sensor is proportional to the exposure time. The faster the shutter speed, the crisper and blur-less the image is.

Motion blur is the apparent streaking of moving objects in a photograph or a sequence of frames, such as a film or animation. It results when the image being recorded changes during the recording of a single exposure, due to rapid movement or long exposure.

William Klein
William Klein (born April 19, 1928) is an American-born French photographer and filmmaker noted for his ironic approach to both media and his extensive use of unusual photographic techniques in the context of photojournalism and fashion photography. He was ranked 25th on Professional Photographer's list of 100 most influential photographers.
Klein trained as a painter, studying under Fernand Léger, and found early success with exhibitions of his work. He soon moved on to photography and achieved widespread fame as a fashion photographer for Vogue and for his photo essays on various cities. He has directed feature-length fiction films, numerous short and feature-length documentaries and has produced over 250 television commercials.

The low shutter speed enabled the camera to capture the movements of the car and person, the low aperture and ISO enabled the image to remain decently exposed, the use of a tripod ensured that the background wasn't as blurred as the subjects, yet due to weather conditions on the day of shooting, the wind altered the images, the mix of the aperture and ISO meant that the image was slightly overexposed, but this was altered within Photoshop to decrease the exposure.
